Cool colors in art?

ok so cool colors are sad to represent sadness in artwok but in this painting cool colors are used. the painting is abut a childs imagination but it's using cool colors so what do the colors represnt in this painting http://images.artwanted.com/large/44/43352_828144.jpg

Talking about color and emotions is extremely subjective, so I wouldn't necessarily agree that all cool colors are sad or represent sadness, just like all warm colors are not representing anger or happiness. I think colors represent different pigments and reflected light and how you manage them with art gives opportunities for aesthetic considerations.

It's a painting of a child blowing bubbles. Nothing sad about it. The blue signifies nothing in particular.
