I would have to say that the most dominant visual element would have to be the use of color. There isn't just one color used to express the sky, or skin, or water, there are many. This shows a connection to reality, that is countered by his used of strokes. He uses the lines as his base.
Its by far the most intriguing way to paint, and is absolutely breathtaking when finished.
The depth is set by what way the lines are facing, so again, you don't have just a one dimensional piece, he gives you depth, reality, and then a sense of fantasy.
He is an amazing artist.

Color. The colors are pure and incredible. Line. Observe the way the clouds curve just so. Observe the smaller lines within the clouds, the almost straight lines which provide a spectacular contrast. Observe the difference between the horizontal lines in the sky and the vertical lines in the town.

Van Gogh's use of line and color stand out in this painting, as do they in many of his paintings.
