Of course a sketch can have colour.
You can sketch with paint, pastel, charcoal, pen, pencil, colour pencil - virtually any medium can be used for sketching.

IMO, I wouldn't strictly say that colouring in would be included in a sketch, but it's not like there's strict set of rules as to what's a sketch and what isn't.
I think a sketch's maximum use of colour should extend to some basic setting out of base colours, not really any detailed shading.
The aesthetic of a sketch is that it's loose and not finalised - often possessing a more "vigorous" aesthetic than the finished product. And when you're colouring by numbers, you kind of loose that feeling.
But really, it's up to you completely. You can use anything to sketch, even paint. (But with paint, the minute you start slopping on the colours thickly, it stops being just a sketch and instead turns into a work in progress.)

Sketching is usually a quick outline of a picture it drawing is a more detailed sketch and could include colour.

Sketching usually means to just do a quick simple drawing with no details or shading. You could use color but you wouldnt be able to color anything in, just draw with it
