I'm doing an oil painting (on plywood) but I want to collage paper on top of it. I've been told nothing will stick/not peel off. Is there any glue that will work? Or something I could paint between the oil and glued paper?

There is no answer to your problem. Oil oxidizes as it "dries" which means it puts out gasses that would prevent adhesion to the surface. You could use oil itself to adhere the paper to the surface. Waxes are used in conservation to repair damaged canvas, varnish might work for a short period of time as an over layer. This would be about all that could be done that I know about. Good Luck!

hmm well, I've tried just applying paper directly on top of wet oil..which works but the paper gets saturated with oil. Perhaps painting over the dried oil a layer of gesso(only the portion you want to collage over) and then apply a glue (rubber cement )to the gesso. ??? perhaps? - good luck

Elmer's glue with water. Two parts water and one part the glue works like a charm.

a glue stick could. it's not as messy as regualr glue.
just your finger to spread it out.
or close pins.
