I am going to restore an eastern 20 inch bike frame that i got for free .. The paint is in kind of rough condition... I am goig to sand it all off ...but i have 2 primer/spray paint cans .. Will it affect the paint at all ?like bad? Or good? Or nothing?

Yes you can, and after the first coat use a very fine emery paper to smooth out the primer.I prefer wet or dry emery paper found in Auto supply stores and I use the wet technique rather then the dry. Let it dry well before doing the sanding . Once that is done put your second coat on and even a third

if you wish ,but light sanding after each coat so the paint you use has a nice finish and goes on nicer.

By using 2 or three coats, it gives the paint a good base to adhere to .Your answer to the above is Good not bad.All metals require a primer coat before painting anyway.
