Bob Ross, actually his heirs, puts out a book of instruction and unique oils that are used in the famous "wet-on-wet" technique. Once the painter understands and applies those specific techniques paintings may be realized in as little as 30 minutes to an hour.
Also included are instructions in using the artist's knife and the several techniques used.
The difference in Bob Ross's oil paints and other manufacturers' oils is that there is less oil substance in each tube.
The starter's kit costs about $75 with several more bucks needed for stretched canvases.
If you feel like taking the challenge, I suggest you go to an arts store, such as Michael's, and look over the kit.

Look in art/crafts stores, and graphics stores, for the books they have on hand. If you find one you like, buy that one. Learn everything you can from that book, and don't buy another one until you have. Now go buy another one. Learn in the same way with it.
Or you can go to the library and browse through all the books they have on hand and learn from those. Look for the date they were published and take home the more recent ones.
