Cyan is 'blue' as in red, blue and yellow. It's considered a primary color and can't be made by mixing other colors. If you want the color you will have to go buy it from the store.

Cyan is a primary colour, so the only way you can get it is to buy a tube. Here is some more :

I would agree with most the coments above. If you want something kind of similar, what you can try however is to take an Ultramarine, Indigo or similar blue, and add a little white to it make something similar to a cyan. However it is true, if you want an exact cyan, it is something you will need to buy.

the color can be made, or close to it. It is a primary but you can get close to the look by mixing. First, look at the acrylic color cobalt teal made by Liquitex - it may be the close to what you are trying to do. you can also mix white to different combinations of blue/green paints. I don't have my paints handy, by your best bet is trying several combinations of blue, add a bit of green rather than yellow, then add white to lighten. Use the brighter colors.

Add a little Ultramarine blue to white. You can always go darker, but not as easy to go lighter. Finally try adding a little touch of yellow.
