I wouldn't use methylene chloride unless you KNOW its dangers, and have the ability to thoroughly remove all effective traces of the solvent from the shoe material. (To say nothing of the effect of the solvent on the adhesives and other materials in the shoes...)

Michael's (a dealer of craft supplies, including fabric paint) indicates that acetone is a preferred solvent. I have seen recommendations for a mixture of 'Goo Gone' and 91% alcohol; I would also think that any of the commercial brush cleaners might help soften stubborn paint deposits. Work from the 'inside out' to get the paint to debond and peel off the surface, rather than having to scrub it through or smear it.

You might also experiment with one of the Motsenbocker solutions, or one of the d-limonene concentrated solutions.

Launder the shoes thoroughly when you are finished!
