Many 19th century artists painted on paper with oils. The paper was mounted on wood panel and coated with gesso. They did not have or could not afford canvas

You can use oil on paper. It's less permanent than a properly prepared canvas, but it should do for your project. You should prime the paper well, just as if it were a canvas, and I would suggest taping/stapling the paper to a board first as well. That will keep it nice and flat, just as if it were canvas stapled to a frame.

the texture on the paper might force you to apply more paint, but it can work

Of course you can....but the oil with eventually destroy the paper. oil paint is corrosive even to canvas. You need to use gesso. If you gesso the paper first you can use oil paint all you want. The gesso will create a protective layer between to paint and the paper.
