Waves are not hard to paint. This is what I have observed:
Waves are not continuous lines. there will be quiet areas in between rows of waves. use the white of the paper as the white caps The top of the white caps should be mostly soft edges. The bottom of the whitecaps where they break, will be hard edges. A darker tone of the same blue as the water will be underneath the white caps as they roll over before they reach the bottom.The white splash of the waves will dominate the area where the waves meet the shore with little blue or green of the water showing. If the waves are hitting sand, the wet sand will have a darker color than the dry sand.
The most important thing to remember about waves is that they will be in parallel lines in relationship to each other. They will also be smaller, just a light or white streak the farther they are from the shore and highest just before they break. Usually only 3 or 4 rows is all you need to show.
That's how I paint waves in watercolor.
