He was both. The only way the Allies would allow Germany to surrender and keep their country after WWI was to agree to pay France back for all the destruction caused by the war. This was an impossible feat considering Germany was already broke from financing the war, and also had to rebuild their own country. To pay their bills, Germany began printing money that far exceeded their GDP. This led to hyperinflation and a depression. Like many Germans, Hitler was poor and at times homeless. During that time he took work as a house painter to get by. He was a nobody when he later joined a newly formed Nazi political movement. He quickly rose through the ranks by killing political rivals to become the Evil dictator we all know. Later in life, he began painting watercolors. I gave extra details, so you could understand how someone could go from being a house painter to become the most hated man of the 20th century.
