yes you can just be careful paint doesn't creep under the tape, you must rub the tape down well at the edges, Remove the tape before the paint has dried hard as it will be difficult to peel up otherwise

Yes, use "Delicate surface" 3M Blue painter's tape. Before you peel the tape, cut along the edge of the paint with a sharp exatco knife to separate the two surfaces of paint. Also if you peel the tape while the paint is still moist, it wont peel the edge. When putting the tape over paint, make sure the paint is dry. If it is wet or not completely dry, it will peel it.
and who will save you now?

I would test it out on the backside or scraps of the foam board first. I've had some trouble with the top layer of foam board peeling off with masking tape and creating all kinds of new, interesting, horrible problems to deal with. If i must work on foam board and I need straight lines, I generally end up cutting stencils these days, using freezer paper or contact paper.

Yes, but the right kind. Most people don't realize that there are different kinds of painters tapes. For example the blue tape by 3M comes in two different adhesives. You will want the tape for delicate surfaces... http://solutions.3m.com/wps/portal/3M/en_US/Scotch-BlueBrand/Scotch-Blue/Products/One/
I actually prefer this one because it is really smooth and you don't have as much bleeding underneath. Still make sure you burnish the edges well or seal the edge with a clear gesso or varnish.

it'll work but be careful not to rip your surface when you remove it, try to peel that tape at a perpendicular angle to the tape slowly
