Thinner is just another name for mineral spirits, a solvent that is used to reduce the viscosity of oil based liquids. It evaporates leaving a little residue. It is also used to clean brushes.
Turpentine is also a solvent. It is also used to thin oil based liquid and clean brushes. However when turpentine evaporates it does not leave a residue and when used to clean brushes it can dissolve hardened oil paint as long as the paint has not fully cured.
Neither of these directly speed the drying time of oil paint. Because the oil paint can be thinned there is less in a layer and consequently it dries faster. A thick layer dries slower than a thin layer. The MS or turp. is not the catalyst.
The ratio of oil and pigment is vital to the performance of the paint. Too much or too little oil creates problems down the road. The ideal ratio of oil depends on the pigment and varies accordingly. Oil paint cures through oxidation. It does not evaporate. Turpentine and mineral spirits do evaporate. When turp. or MS is added to oil paint mixtures the turp. or MS will evaporate leaving the oil paint as it was before the turp or MS was added. It is important to understand this when deciding whether to use turp/MS or oil to reduce the viscosity of paint. You need to avoid excess oil in the first layers of paint to prevent wrinkling and cracking.

tarpin or more commonly turpentine is made from the extract of pine needles, it is a natural by product and is used to advance the drying time of artists paint, it also always a greater flow from the brush if mixed into paint in small volumes.
Thinners are a synthetic composite mixture which is used to clean brushed and paint equipment from the residues of enamel and/ or cellular paints such as applied to motor vehicles.

I don't know what thinner you are talking about, and what is tarpin? Do you mean turpentine?

tarpin is to make the colour permanent and thinner is ti lighting the colour.
