Yes, and yes.
Glow in the dark paint will stop working if it is exposed to weather for an extended period. It's not very lightfast, meaning it gets bleached out by UV rays and, then, won't retain it's color or it's glowing power.
HOWEVER, if you use it indoors, it will last for years. I won't say "forever" (your question is "ever"), but I have some things painted with phosphorescent paint that have been glowing strong for many years.
And there is a lot of phosphorescent paint out there. Most of it is crafty, affordable, low-quality paint. Golden makes the best paint, they have an acrylic phosphorescent green that is very durable. They used to have a blue that was amazing (albeit, very expensive... but worth it) and an orange. You might find the orange somewhere, but the blue is gone for good. Go to a larger art supply store, or online, and you should find their green.
