You can restore oil paint with a powerful solvent such as Xylol and then add some linseed oil. You have to

weigh up whether it is worth the time and effort. Pointless for a cheap colour like an earth colour.

Since you would have to cut the tubes open and dig out the paint and then find new small containers to hold and soak with thinner, it is probably pointless work.

Here's what you do. Throw them away and buy new ones. That won't 'restore' them but

"re-shopping" is the next best thing.
